The Federal High Court in Lagos has instructed the Central Bank of Nigeria to reveal full account details of the Police Service Commission. This is in connection with a N100 million damages judgment linked to the alleged killing of a Lagos pastor’s wife.
Justice D.I. Dipeolu issued the order on Friday, September 25, 2026, in Suit No. FHC/L/CS/1509/2017.
The case is about the alleged killing of Comfort, who was married to Pastor Godwin Udoh of the Full Gospel Church of God. She was reportedly shot dead by a policeman who may have been drunk at the time.
Udoh was returning home with his wife and their children after a church program on September 15, 2015. He was also shot but survived. Unfortunately, he suffered a permanent dislocation of his jaw after the policeman fired at them over his refusal to pay N2,000 at Ijegun Bus Stop, located between Ejigbo and Abaranje communities.
While the criminal aspect of the case is still ongoing, the same court awarded the applicants N100 million in damages on May 20, 2020. They also received N30,000 in costs.
The applicants are Udoh and his four children: Mary, Blessing, Abraham, and Elijah. They later secured a garnishee order nisi to attach funds belonging to the PSC that are held by the CBN.
In the latest ruling reported by PUNCH Metro on Wednesday, the court directed the CBN to provide a detailed statement of the PSC’s accounts across all relevant Treasury Single Account platforms.
This order came after the judgment creditors complained that the CBN’s earlier disclosure showed only one account with a zero balance and no transaction history.
The applicants argued that this information was not enough. They pointed out that the PSC is a federal agency that operates under the TSA framework and receives budgetary and operational funds.
The CBN opposed the application. They argued that they had already complied with the court’s order by filing affidavits disclosing the state of the PSC’s account.
The bank also claimed that the applicants did not provide specific evidence of undisclosed accounts and that they were asking the court to go on a fishing expedition.
In his ruling, Justice Dipeolu disagreed with the CBN. He highlighted that the PSC, being a federal agency, does receive budgetary and operational funds.
The judge remarked that it was "quite unbelievable" for an important agency like the PSC to have a zero balance in its account. He found that the details previously provided by the CBN were not enough to show the PSC’s budgetary allocations and spending for that time.
The court then ordered the CBN to file and make available a detailed statement of the PSC’s accounts under all relevant TSA platforms.
“I have gone through the 5th Judgment Debtors Affidavits to Show Cause filed by the Central Bank of Nigeria; the Garnishee/Respondent, the accounts are not detailed enough to even show the budgetary allocations and/or expenditures of the Police Service Commission for that period,” the ruling partly stated.
