Phillips Consulting (pcl.) has presented the PASGA Report. This marks the official end of a major project aimed at strengthening the ability and readiness of Nigeria’s Federal Civil Service.
The report is a significant step in an initiative that combined personnel checks, workforce data, and skills evaluation. This effort helps create a clearer picture of the workforce, its capabilities, and what the Federal Civil Service needs.
PASGA goes beyond just counting staff. It offers insights to help with the next phase of public sector changes. The government can see where it stands today, where it lacks skills, and what to do next to prepare for the future.
As Lead Consultant, Phillips Consulting worked with 15 other consulting firms. These include Workforce Group, StransformLimited, Pivotage Consulting, MacTay Consulting, TWPC Tech, Knewrow Performance Engineering, Zimedy Services Ltd., Evo & Hogg Limited, GEORGID Consulting, Greenfields Consultancy, Allied Services Ltd., QriosityInternational Limited, 1StepAhead Consulting, Premium-Gold Resources Consulting, Time-Line Consult Limited, and Saddat Unique Services Ltd. Together, they executed this nationwide project across different Ministries, Departments, and Agencies (MDAs).
One key value of the PASGA Report is moving the discussion from just numbers to understanding workforce intelligence and skill development.
The report highlights important findings from the exercise, including results from the personnel verification and insights from the skills gap analysis conducted across the Federal Civil Service.

By creating a shared evidence base, PASGA allows the government and MDAs to make informed choices about people, skills, structures, and capability investments.
