The Federal Government of Nigeria has secured funding from the African Development Bank, Agence Française de Développement, and the Islamic Development Bank. This funding is for the Investment in Digital and Creative Enterprises Programme, known as the iDICE Programme. The aim of this programme is to support entrepreneurship, enhance innovation, create jobs, promote social development, and drive economic change. It focuses on growth in the digital technology and creative sectors, building on existing investments and ongoing projects in Nigeria.

As the implementation of the programme expands, it involves many partners including fund managers, financial institutions, consultants, beneficiaries, and other stakeholders nationwide. The programme is looking to hire an Independent Monitoring, Evaluation and Learning Firm to provide technical support for the rest of the implementation period.

This firm will add to the monitoring and evaluation work of the Programme Coordination Unit. They will provide expert assessments, verify programme results, and offer specialized evaluation services along with strategic learning support.

Objectives

The main goal of this assignment is to improve the programme's performance, accountability, and learning through independent monitoring, evaluation, and verification of implementation and results.

Specific goals include:

  • Carry out independent monitoring of activities across all components of the programme.
  • Verify outputs, outcomes, and results reported by partners, consultants, and service providers.
  • Conduct field monitoring missions throughout the programme.
  • Evaluate the programme's effectiveness, efficiency, relevance, coherence, sustainability, and impact.
  • Check programme data and evaluate data quality.
  • Carry out beneficiary verification exercises and satisfaction surveys.
  • Identify implementation challenges and suggest solutions.
  • Conduct thematic evaluations and share lessons learned and best practices.
  • Assist in preparing the final evaluation of the programme.
  • Enhance knowledge management within the programme.
The Bank of Industry now invites qualified firms to express their interest in providing these services. Interested firms should submit their proposals, show experience in similar work, and respond to the qualifications listed in this request. Selected firms will be invited to take part in the next tender process.

Qualification and Experience

The ideal firm should meet these qualifications and experience requirements:

  • At least ten years of experience in monitoring, evaluation, and learning for development programmes.
  • Successfully completed at least five similar assignments in the past ten years.
  • Proven experience in creating and applying monitoring systems, programme evaluations, data quality assessments, and verification of results.
  • Experience with programmes funded by organizations like the African Development Bank, World Bank, Islamic Development Bank, Agence Française de Développement, European Union, United Nations agencies, USAID, FCDO, or similar organizations.
  • Experience in private sector development, entrepreneurship, digital economy, innovation ecosystems, MSME development, access to finance, or related fields.
  • Familiarity with working in Nigeria or similar environments.

Financial and Tax Requirements

  1. Proof of the company's financial capacity (audited accounts for the last three years and financial summary).
  2. Evidence of VAT registration and Company Tax Clearance Certificates for the past three years.
Firms registered outside Nigeria should submit the necessary legal documents as required in their countries.

Submission of EOIs

Please structure your Expressions of Interest like this:

  1. Details or profile of the firm or consortium (including nationality and contact person) (1 page).
  2. Expression of Interest that highlights the firm’s strengths, expertise, approach, and any relevant information (max. 5 pages).
  3. Experience in similar assignments (max. 5 pages).
  4. CVs of key staff members (max. 5 pages).
  5. Any other documents or information the firm believes are relevant.
EOI submissions should not exceed 20 pages, excluding supporting documents as mentioned in the Eligibility Criteria in the Terms of Reference.

The eligibility criteria, shortlisting, and selection will follow the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, available on the AFDB’s website at http://www.afdb.org. Note that expressing interest does not guarantee inclusion in the shortlist.

A Consultant will be chosen based on the Quality and Cost Based Selection method stated in the Procurement Policy and the procurement plan.

Deadline for Submission of EOIs

Expressions of interest MUST be submitted in hard and soft copies (on a USB flash drive) to the address below by 5th October 2026 at 3:00 PM (WAT). The submission must include the title “EXPRESSION OF INTEREST: CONSULTANCY SERVICES FOR INDEPENDENT MONITORING, EVALUATION AND LEARNING (MEL).
