Osun Assembly wants to set rules for park management

The Osun State House of Assembly has put forward a bill to create a Park Management System. This system aims to make motor parks in the state more orderly and safe.

The Osun State Park Management System Bill was presented during Monday's meeting by Abiola Waheed, the Chairman of the House Committee on Works and Transport. He is also the sponsor of this private member's bill.

Waheed explained that the bill aims to create a proper management system for motor parks in the state. He added that it would control revenue collection and stop losses in the state's internally generated revenue.

He mentioned that if the bill becomes law, it would also prevent thuggery and other violent acts in motor parks. He added that the bill would help in the digitalization of the ticketing system while also ensuring order and safety.

"The bill would regulate revenue collection and block leakages in the state’s internally generated revenue. It will also prohibit thuggery and other violent activities in motor parks across the state if passed into law," Waheed said.

During the discussion, other lawmakers said the bill would help increase the state's revenue and fix problems in its internally generated funds. They also said the proposed law would make motor park operations more accountable and improve the safety of lives and property.

The lawmakers pointed out that the bill would protect drivers and passengers from being cheated. They called for its quick passage to help the state develop.

The Speaker of the House, Adewale Egbedun, said passing the bill would bring many advantages to the state.

"With all these submissions, a series of benefits will be derived from the passage of the bill," Egbedun said.

The Osun State Park Management System Bill passed its second reading during Monday's plenary session.

This step followed Governor Ademola Adeleke's earlier order for fighting groups to leave motor parks immediately. He also announced that the Park Management System would be brought back to restore order and stop more violence.

The governor gave these orders after the killing of the Ajagungbade Emir, which was reportedly linked to a fight over control of a motor park.

In a statement from the governor's spokesperson, Olawale Rasheed, Adeleke instructed the Commissioner of Police in the state to arrest those involved in the killing and ensure justice is served.

"The governor charged the Commissioner of Police to act immediately to arrest all those involved. Law and order must be maintained. There will be no sacred cows as all culprits will be brought to book," the statement said.

Adeleke also told security agencies to restore normal operations in the affected motor parks and maintain law and order in the state.

"We call on members of the public to remain calm. We will ensure restoration of peace in all the affected parks and areas. The security agencies are under instruction to ensure the sustainability of peace at all costs," he said.

Beyond the police investigation, the governor has ordered the immediate creation of a Park Management System to handle disputes and restore discipline in motor parks and garages across Osun.

According to the statement, Adeleke said he would soon issue an Executive Order to officially set up the new management structure.

"We are reintroducing the Park Management System. I will soon issue an executive order to give effect to the new management system to manage parks and garages across the state," the governor noted in the statement.

The governor's directive tells fighting groups to leave the affected motor parks while security agencies work to calm things down and prevent new fights.

The administration said bringing the system back aims to restore discipline and order in motor parks across the state, especially due to disputes over control and leadership.

With the bill now in the House of Assembly, the proposed Park Management System is moving from a governor's order to a legal framework.

Considering the bill could provide the legal basis for managing parks and garages and explain how the state plans to regulate activities at these places.
