Police Leaders Meet in Imo for 2027 Election Security Planning

The Nigeria Police Force is bringing its top officers to Owerri, Imo State, for the sixth Conference and Retreat for Senior Police Officers, known as CARSPO 2026. The main topic will be the upcoming 2027 general elections.

This three-day event runs from 21 to 23 September and is themed “Developing a Nigeria Police Roadmap for Effective Management of Security During Elections.”

The retreat aims to gather senior police officers, experts in policing, and other key participants. They will discuss new challenges related to election security and create practical plans for safe and peaceful elections.

Meetings will cover areas such as intelligence-driven policing, partnerships with the community, new digital technologies, artificial intelligence, and other ways to improve police operations before, during, and after elections.

The conference will mainly involve officers with the rank of commissioner of police and higher. It aims to develop strategies to protect voters, electoral workers, candidates, election materials, and the public.

From Conference to Election Strategy

The success of CARSPO 2026 will depend on whether the talks in Owerri can lead to a practical plan for the 2027 elections.

Election security includes gathering intelligence, protecting campaign activities, candidates, and supporters, moving election officials and materials, preventing violence, responding to threats, and keeping public order. The police must also work with the Independent National Electoral Commission and other security agencies while considering Nigeria’s different security situations.

The Force has already started discussions with INEC about election security. In a meeting in May, Inspector-General of Police Olatunji Disu mentioned that the police had put in place measures like intelligence mapping, planning for the movement of electoral materials, coordinating with other agencies, and tackling misinformation.

CARSPO will help to bring these measures together into a larger strategy before the 2027 elections.

What Imo Stands to Gain

For Imo, which is hosting CARSPO for the third time, the conference offers economic and institutional benefits.

The arrival of police leaders, government officials, security experts, and other guests is expected to boost demand for accommodation, transportation, food, and other services. This could help hotels, restaurants, transport operators, and small businesses.

Shina Philips, managing director of Lenders Consult International, which is organizing the event with the Nigeria Police Force, said CARSPO should be seen as more than just a meeting.

“CARSPO should be seen as a strategic investment in security cooperation, economic activity, infrastructure, tourism, and institutional learning,” Mr Philips told PREMIUM TIMES.

He added that the presence of attendees could stimulate local economic activity while exposing visitors to Imo’s infrastructure, hospitality, tourist attractions, and business environment.

“The conference gives Imo a chance to show it can host important national events and link security discussions to broader economic and institutional development,” Mr Philips said.

The level of these benefits will depend on participation and how local businesses can meet the extra demand created by the conference.

Police, NBA Deepen Institutional Engagement

The conference also comes at a time when there are wider talks on professionalism, accountability, and the legal rules guiding police operations.

During a meeting with leaders of the Nigerian Bar Association, Mr Disu addressed concerns about documenting police activities, including the use of hidden cameras. He mentioned that the Force is reviewing relevant legal rules and authorities.

He also invited the NBA to join the police symposium in Owerri, where police commissioners and other senior officers are expected to meet.

Imo Ready for CARSPO

Imo State Governor, Hope Uzodimma, stated that the state is prepared to welcome the senior police officers and other guests, including President Bola Tinubu.

“I welcome our amiable President Bola Ahmed Tinubu and other invited guests to Owerri.”

Beyond the conference, this gathering gives senior police leaders the chance to discuss security issues outside Abuja and share experiences regarding the different challenges they face across the country.
