Governor Uba Sani has signed three new laws aimed at changing the energy, farming, and environmental sectors in Kaduna State.

A statement from the Commissioner for Information and Culture, Ahmed Maiyaki, named the laws as the Kaduna State Electricity Law, 2026, the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026.

The statement included a quote from Dr. Mustapha Musa, the Deputy Chief of Staff for Legal and Legislative Matters, who called these laws the most transformative governance reforms.

Dr. Musa said the laws will help increase energy access, boost agricultural growth, strengthen climate resilience, and promote sustainable economic development through strong institutions.

Details of the Laws

The Kaduna State Electricity Law, 2026 sets up the Kaduna State Electricity Regulatory Commission. This body will manage electricity generation, transmission, distribution, and supply in the state.

The Commissioner also mentioned that the Electricity Law will open doors for private investment, encourage renewable energy projects, and improve electricity access for residents.

Mr. Maiyaki explained that the KADFund Law, 2025 creates a special funding system to support farmers, cooperatives, agribusinesses, and others in the agricultural value chain. This support will come through grants, soft loans, technical help, and investments in key infrastructure to improve food security and farming productivity.

He added that the Kaduna State Climate Change Advisory Board Law, 2026 creates a framework for climate action and environmental sustainability in the state. It will also help mobilize climate finance and ensure climate issues are included in development planning, showing Kaduna’s commitment to sustainable development.

Vision for the Future

Mr. Maiyaki also pointed out that these three laws highlight the administration’s goal of building strong institutions. These institutions will help drive growth, attract investment, create opportunities, and deliver long-term benefits to the people.

He noted that these important laws show Governor Uba Sani’s dedication to creating a prosperous, sustainable, and competitive Kaduna State through reforms in the electricity sector, changes in agriculture, and governance that responds to climate issues.

According to him, these reforms will set up the necessary framework to boost food security, raise living standards, and position Kaduna as a leader in innovation, sustainable development, and effective local governance.
