La Liga president Javier Tebas said Manchester City should get the toughest punishment possible if they broke financial rules.
On Friday, reports claimed an independent panel found City guilty on 114 out of 115 charges for violating Premier League rules.
But the Premier League has not made any official statement yet, and there is no word on what penalty they might face.
City, which is backed by Abu Dhabi, has strongly denied the charges. Their chairman Khaldoon Al Mubarak released a strong statement on Saturday, insisting that City will be cleared of wrongdoing.
Possible punishments may include a big points deduction or even being kicked out of the Premier League. Other clubs are reportedly seeking legal advice on possible compensation.
Tebas shared a long message on social media on Sunday, saying that "equal rules for all" are key to keeping the game fair and sustainable.
While speaking at a football performance and health summit in London on Tuesday, he mentioned he has raised alarms about City since 2017.
He pointed out that City, which has been the top team in English football for the last decade, should now face serious consequences.
"To have been breaking the rules for more than 10 years, however minor the breaches may have been, is very serious," he said.
"So there has to be a severe punishment for breaking the rules, not just to set an example, but because the rules were broken."
He added, "What has happened is very important, and hopefully it will be a before-and-after moment, not just in the Premier League but in European football as well, because the Manchester effect was an effect across all of Europe."
Tebas also urged the Court of Arbitration for Sport to review its decision to lift a two-year European ban on City that UEFA had imposed in 2020.
"In my opinion, the decisions of the CAS should be reviewed, because they lifted the sanction that UEFA had imposed on them (City)," he said.
"The sanctions were also lifted in a very questionable way. And now it has been shown that UEFA was right about the sanctions it had imposed on Manchester City."
City has changed a lot since Sheikh Mansour's Abu Dhabi United Group bought the club in 2008.
In the last 15 years, they have won eight Premier League titles, a Champions League trophy, and many other awards.
